MEMORANDUM-DECISION AND ORDER
MUNSON, Chief Judge.
This is a civil action in which the government seeks to have the named defendants enjoined from committing mail and wire fraud, see 18 U.S.C. §§ 1341 and 1343, through a scheme to obtain money by means of false and misleading representations concerning certain hair care products purportedly designed to reverse male pattern baldness. The action was commenced under 18 U.S.C. § 1345. A hearing was held on July 2, 1986 after the court issued an order to show cause why a preliminary injunction should not be imposed on defendants pursuant to § 1345.…
