This suit is brought under the Declaratory Judgments Act, Jud.Code § 274d, 28 U.S.C.A. § 400 and note, to obtain a judicial declaration to the effect that the judgment rendered by the Supreme Court of Louisiana in the case of Board of Commissioners for Buras Levee District v. Mt.
