This is an action to review a report and order of the Interstate Commerce Commission 1 denying plaintiff’s application for a permit authorizing the transportation by motor vehicle of paper and paper products from Indianapolis, Indiana to points in Arizona, California, Colorado, New Mexico, Oregon, Utah and Washington.
