Petitioner, Richard Koueherik, appeals from a declaratory judgment entered in favor of respondents, Aristedes Zavaras, as executive director of the Department of Corrections, and Donna Thurlow, as administrator of Time/Release Operations, Department of Corrections. We affirm.
