The plaintiff-appellant, White Current Corporation, filed a complaint in the Windsor Superior Court against the defendant-appellee, State of Vermont, Agency of Transportation, seeking restitution of a flowage easement allegedly taken by the defendant without a proper highway condemnation proceeding.
