I. Factual and Procedural History

Plaintiff Cindy Lou Pettengill seeks relief for alleged injuries arising out of a bilateral tubal ligation operation performed on her by doctors employed by Defendant United States at the Naval Hospital in Portsmouth, Virginia. Am.Compl.
