BREYER, Circuit Judge.

Luis Alberto Victoria appeals his conviction for “knowingly ... possesspng]” marijuana “on board a vessel subject to the jurisdiction of the United States” (namely, a “vessel without nationality”), with an “intent to ... distribute” the marijuana. 46 U.S.C. App. § 1903 (Supp. IV 1986) (recodi-fying 21 U.S.C. § 955c). The essential facts are the following:
