I. INTRODUCTION

This case comes before the Court on Defendants’ motion to dismiss. 1 Plaintiffs are five individuals currently serving sentences in federal prison for various violations of the District of Columbia Code. Plaintiffs bring suit against the Chairman and three Commissioners of the United States Parole Commission (collectively, “the Commission”) under 42 U.S.C. § 1983.
