Plaintiff, Ivan Tepper, appeals the judgment of the circuit court granted in favor of the defendants, the County of Lake, the Public Service Committee of the County of Lake, and the Lake County Public Works Department (hereinafter collectively referred to as the Waterworks). Plaintiff contends the trial court erred in granting a directed finding in plaintiff’s declaratory judgment action.
