The appellant, veteran Billy D. Evans, appeals through counsel a December 24, 1996, decision of the Board of Veterans’ Appeals (BVA or Board) that, inter alia, denied entitlement to an effective date earlier than July 30, 1992, for Department of Veterans Affairs (VA) disability compensation for service-con*397nected back and right-knee disorders. Record (R.) at 3. The appellant has filed a brief and a reply brief, and the Secretary has filed a brief.
