JOYNER, District Judge.
The issue in these cross-appeals from the United States Bankruptcy Court for the Eastern District of Pennsylvania concerns the extent to which the customers of a brokerage firm liquidated under the Securities Investor Protection Act of 1970, 15 U.S.C. §§ 78aaa, et seq. (“SIPA”), can recover the attorney’s fees and costs incurred in connection with the liquidation proceedings.
