Plaintiff Aircraft Charter Solutions, Inc. (ACS) filed its post-award bid protest complaint and requests for injunctive relief on January 4, 2013. In its complaint, plaintiff asserted that the Department of State (State) has effected an out-of-scope modification of S-AQMPD-05-C-1103 (State Contract), a contract awarded to DynCorp International LLC (DynCorp) in 2005.
