The Department of Corrections appeals the trial court’s judgment in favor of Russell Coldiron on Mr. Coldiron’s petition for declaratory judgment. In his petition, Mr. Coldiron sought a declaration that the department incorrectly determined that he had one prior prison commitment and, therefore, was required to serve a minimum of forty percent of his current sentence before becoming eligible for parole.
