Eighteen adopted children and their twelve adoptive parents filed this civil rights action against the Texas Department of Human Services (“TDHS”), alleging that Texas’ administration of its adoption program for “Hard-to-Place” children violated their constitutional rights to Due Process and Equal Protection. These complainants also raised several claims under the Adoption Assistance Act, 42 U.S.C. § 673.
