This is a suit by the Consolidated Water Company, a corporation created under the laws of West ¿Virginia, against the city of San Diego, a municipal corporation of California, its auditor anti treasurer, the members of its common council, the Southern California Mountain Water Company, also a California corporation, and E. S.
