This case involves conflicting child custody orders entered by the states of Virginia and North Carolina. The United States District Court for the Middle District of North Carolina applied the Parental Kidnapping Prevention Act of 1980, 28 U.S.C. § 1738A (PKPA), designed by Congress expressly to resolve such conflicts, and concluded that the Virginia order was entitled to enforcement by the courts of North Carolina under principles of Full Faith and Credit.
