Linda Emmons, collector of Franklin County and Franklin County (herein collectively referred to as “Franklin County”) appeal the judgment of the trial court in favor of Robert N. Vogt, Trustee for the Robert N. Vogt Trust (“Vogt”) on all counts of his petition for declaratory judgment, injunctive relief and refund of taxes regarding certain property tax rates set by Franklin County.
