I respectfully dissent. Less than one year ago, this Court stated the constitutional limits of a municipality’s power to regulate the use of land as follows:

In order to be valid, [the] regulation must both represent a reasonable exercise of the police power and bear a real and substantial relation to a legitimate municipal goal. Moreover, the regulation may “not exceed the public need or substantially affect uses which do not partake of the offensive character of those which cause the problem sought to be ameliorated.” Kirsch Holding Co. v.
