WILKEY, Circuit Judge:

These cases require us to consider once again the extent to which the Federal Communications Commission (FCC) must investigate broadcasters’ equal employment performance before it renews their broadcast licenses.1 The FCC renewed the licenses of stations KCBS (AM), San Francisco, California,2 and KONO (AM), San Antonio, Texas,3 without holding a hearing concerning their alleged job discrimination.
