The Washington Post Company brings this action under the Freedom of Information Act, 5 U.S.C. § 552, to compel the United States Department of Agriculture (“USDA”) to release the names and addresses of, and amounts paid to, individuals and business entities that received payments in fiscal year 1993 under the USDA cotton price support program. See 7 U.S.C. §§ 1444 et seq.
