The Bremerton Municipal League, a corporation, of which J. W. Bryan is president, and J. W. Bryan, as a taxpayer, instituted this action against the city of Bremerton for the purpose of obtaining a declaratory judgment validating ordinance No. 893 of the city of Bremerton, enacted June 11,1929.
