The Director of Revenue (Director) appeals a circuit court judgment that ordered the reinstatement of Mr. Nelson Leaton’s *896driver’s license. At issue is whether the circuit court erred in finding that the Director lacked good cause to require Mr. Leaton to submit to a driving skills test. We reverse.

In November 2003, Mr. Leaton, born in 1914, went to the Driver’s License Bureau in Brookfield, and submitted a “Vision Examination Record.” He has a permanent eye condition known as macular degeneration. A license bureau technician reported that Mr. Leaton was unable to sign…
