Pleadro J. Scott (“Scott”) seeks a writ of mandamus compelling the Miami-Dade Corrections and Rehabilitation Department (“the Department”) to issue him an envelope and postage for the purpose of sending legal mail. After a jury conviction and subsequent appeal, Scott filed a motion for postconviction relief under Florida Rule of Criminal Procedure 3.850, asserting ineffective assistance of counsel.
