THORNBERRY, Circuit Judge:

INTRODUCTION:

Appellant Raul Espino appeals from the district court’s denial of attorney’s fees under the Civil Rights Attorney’s Fees Awards Act of 1976, 42 U.S.C.A. § 1988 (West 1981), and the attorney’s fees provision of the Rehabilitation Act of 1973, 29 U.S.C.A. § 794a(b) (West Supp.1982). We hold that the district court exceeded the bounds of its discretion in denying attorney’s fees under § 1988, and therefore do not reach the question whether fees should have been awarded under § 794a(b).
