I. Introduction
This is a rather unique lawsuit, a case of first impression within this Circuit — or any other Circuit nationwide, for all I can tell. It comes before this Court courtesy of the Plaintiff, Edward A. Canney (“Canney”), a former Director of Inspectional Services for the City of Chelsea.
