This is an appeal on questions of law from an order of the Common Pleas Court sustaining an order of appellee Board suspending the C-l and C-2 permits of appellant because of a violation of Regulation 3, Article 7 of Rules and Regulations promulgated by appellee Board. Hereafter we refer to the appellees as the Board.
