Malcolm Schaefer (“plaintiff’), a former U.S. Army officer, brings this action against Pete Geren (“defendant”), in his official capacity as Secretary of the Army, seeking to reverse the Army Board for Correction of Military Records’ (“ABCMR”) decision denying his request that certain records in his official military personnel file be altered or expunged.
