Defendant Piedmont Triad Mrport Authority (“PTAA”) owns and operates the Piedmont Triad International Airport (“PTIA”) in Guilford County, North Carolina. PTAA is expanding its existing facilities to include an overnight express air cargo hub. Because this project involves discharging “dredge and fill” material into 22.93 acres of wetlands surrounding the airport, PTAA applied for a permit from the United States Amy Corps of Engineers (“the Corps”).
