MEMORANDUM OPINION This matter stems from a 2019 incident, where a Mount Pocono West High School student reported that a fellow student, the Plaintiff, Josiah Cayenne, sexually assaulted her on a school activity bus. Following that report and a preliminary investigation, school officials referred the matter to local law enforcement.
