In this civil action, plaintiff Allan Lewis2 asserts that defendants violated the *70Worker Adjustment and Retraining Notification Act of 1988 (WARN), Pub.L. No. 100-379, 102 Stat. 890 (codified at 29 U.S.C. § 2101, et seq. (Supp.1996)).
