OPINION
WIESE, Judge.
Ab-Tech Construction, Inc. is a minority-owned small business enterprise that was awarded a subcontract, by the Small Business Administration (SBA), for the construction of an automated data processing facility *431for the United States Army Corps of Engineers. In a complaint filed in this court in May of 1989, Ab-Tech claimed entitlement to an increase in contract price because of extra work allegedly caused by defective government specifications.
