This is an appeal from an order of the Court of Common Pleas of Franklin County overruling plaintiff’s motion for summary judgment and sustaining defendants’ motion for a summary judgment.

The plaintiff brought this action for injunctive relief and declaratory judgment against the governor of the state of Ohio and other officers, seeking to have the action of the defendants in reducing payments to the Cleveland city school district under the school foundation program by three percent for the months of September and October of 1971 declared invalid and illegal.
