MEMORANDUM AND ORDER

BELOT, District Judge.

This matter is before the court pursuant to the government’s motion to dismiss (Doc. 6) for lack of subject matter jurisdiction plaintiffs suit under the Federal Tort Claims Act (FTCA), 28 U.S.C. §§ 2671-80. The government argues the suit is barred by sovereign immunity pursuant to the Feres 1 doctrine.
