THIS MATTER comes before the Court on Plaintiffs’ Kerr-McGee Corporation and Cyprus Foote Mineral Corporation (“Kerr-McGee”) Motion to Lift Stay and Application for Preliminary and Permanent Injunction filed August 27,1999 [Doc.
