The Republic of Paraguay and its Ambassador and Consul G-eneral to the United States appeal from the district court’s dismissal of their action seeking declaratory and injunctive relief against the Governor and other officials of the Commonwealth of Virginia (hereinafter “the Commonwealth” or “Commonwealth Officials”).
