MEMORANDUM OPINION AND ORDER

This action has had a long and checkered history (a characterization that this Court has had occasion to repeat more than once). After plaintiffs and their counsel Joseph Longo (“Longo”) had dodged a bullet through the action’s reincarnation directed by our Court of Appeals in Atkins v.
