Petitioner National Labor Relations Board (“NLRB” or “Board”) brought this petition for adjudication of civil contempt against respondent labor union Local 3, International Brotherhood of Electrical Workers, AFL-CIO (“Local 3”), seeking to enforce a judgment of this Court entered on June 17, 1983 (“1983 Judgment”) and a consent order entered on July 17, 1996 (“1996 Consent Order”).
