DECISION AND ORDER

HON. RICHARD J. ARCARA, UNITED STATES DISTRICT JUDGE

Philip Zodhiates has been charged in a two-count superseding indictment with (1) conspiring to violate the International Parental Kidnapping Crime Act (IPKCA) and (2) aiding and abetting a violation of the IPKCA. The Government alleges that Zo-dhiates and his co-defendants removed a child from the United States and that they did so with the intent to obstruct the lawful exercise of the parental rights of one of the child’s parents.

The Court referred this case to Magistrate Judge McCarthy for all pre-trial matters. Zodhiates…
