TIMBERS, Circuit Judge:
This appeal raises important questions with respect to the scope of procedural safeguards which due process requires a public university to afford a student facing expulsion or lengthy suspension.
Glen K. Winnick, a student at the University of Connecticut, a public university, challenged his suspension from the University at the close of the 1969-70 academic year, on the ground that the University’s disciplinary proceedings violated his Fourteenth Amendment right to due process. 1 Appellant sought preliminary and permanent injunctions against appellees as individuals…
