AINSWORTH, Circuit Judge:
In the process of complying with a final desegregation order issued by the United States District Court for the Northern District of Florida in August of 1970, the Gadsden County School Board transferred Witt Campbell, a black, from a principalship at a black elementary school which was being phased out to an assistant principalship at a high school.
