The Government of the United Mexican States (“Mexico”) has requested the extradition of Nicolas Fulgencio Garcia (“Ful-gencio”) pursuant to the Extradition Treaty between the United States and Mexico, dated May 4, 1978, 31 U.S.T. 5059, TIAS 9656 (“Treaty”).
