Plaintiff Juan Carlos Ocasio brings this pro se Freedom of Information Act (“FOIA”) lawsuit against the Merit Systems Protection Board (“MSPB”) seeking records in the agency’s administrative case file for Lugo v. Department of the Navy, MSPB Docket No. SF-0752-00-0499-I-1. (Compl. ¶ 5).
