In Monks v. New Jersey State Parole Board, 58 N. J. 238 (1971), this Court directed that the Board replace its prior rule by one “designed generally towards affording statements of reasons on parole denials.” 58 N. J. at 249. Thereafter the Board gave terse statements of reasons which the inmates quickly challenged before the Appellate Division, largely on grounds of their patent insufficiency.
