EISELE, District Judge.
Before the Court are defendant’s Motion to Dismiss 1 and plaintiffs’ Motion for a Preliminary Injunction. 2 The plaintiffs in this action are landlords and tenants who own or rent property within the bounds of the City of Little Rock (“City”). 3 The City’s Code of Ordinances, Chapter 8, provides for building regulations which apply to all buildings in the City of Little Rock.
