ORDER GRANTING IN PART AND DENYING IN PART DEFENDANT CITY AND COUNTY OF HONOLULU’S MOTION TO DISMISS COMPLAINT, WITH LEAVE TO AMEND IN PART

Plaintiff filed a Complaint alleging violations of his civil rights under the United States Constitution and related state law tort claims. Defendant City and County of Honolulu moves to dismiss the Complaint for failure to state a claim under Federal Rule of Civil Procedure 12(b)(6).
