Louis Andre Telesford, M.D., (Petitioner) petitions for review of the June 29, 2006, order of the Pennsylvania State Board of Medicine (Board) revoking Petitioner’s license to practice medicine. We vacate and remand.

Petitioner is a physician licensed to practice medicine in Connecticut and Pennsylvania. In December 2002, Petitioner entered into a plea agreement with the United States Attorney for the District of Connecticut, in which Petitioner pled guilty to one count of conspiracy to distrib*1219ute controlled substances in violation of 21 U.S.C. § 846.
