The question involved here is, which of two automobile transportation companies shall he permitted to serve the government reconstruction hospital in its connection with the city of Tacoma.

*6Long prior to the institution of this proceeding, the department of public works had issued to the appellant a certificate of necessity authorizing it to carry passengers between Camp Lewis and the city' of Tacoma and intermediate points, in Pierce county.
