[1] This case comes up on appeal from the decree of the court below dismissing on final hearing a bill of complaint upon which a restraining order had been granted. The Baker-Whiteley Coal Company is a corporation of West Virginia owning a number of tug boats, and doing an extensive towing business with steamship lines trading to the port of Baltimore.
