MEMORANDUM
BLAKE, District Judge.
This case raises complex medical, social and fiscal issues not easily addressed by litigation. 1 The twelve representative plaintiffs are described either as “traumatically brain injured” (“TBI”) or “nonre-tarded developmentally disabled” (“NRDD”). Each is or has been a patient in a Maryland state institution. They have brought claims under the Due Process Clause of the United States Constitution, pursuant to 42 U.S.C. § 1983, and the Americans with Disabilities Act (“ADA”), 42 U.S.C. § 12101, et seq. seeking relief for the State’s failure to provide them…
