Plaintiff World Plan Executive Council— U.S. (“WPEC”) brings suit against defendants Zurich Insurance Company (“Zurich”) and Zurich Insurance Company (U.S.B.) (“Zurich USB”), alleging breach of contract, breach of the covenant of good faith and fair dealing, negligence, and negligence per se. Defendants move for summary judgment.
